A cannabis social club (CSC) is a private, non-profit association. Members grow cannabis collectively and share it among themselves for personal use, a model Spanish case law tolerates for closed, members-only cultivation and consumption. Clubs are not shops: nothing is sold to the public, and membership is never open to tourists walking in off the street. 02 ### How to join a club Joining typically means three steps: submit a membership application directly to the club, provide identification confirming you are a legal-age Spanish or EU resident, and attend an in-person interview at the club. Most clubs also ask for a personal recommendation from an existing member, and approval can take anywhere from a few days to a few weeks. 03 ### What it costs Membership fees and monthly contributions are set by each club individually and vary across Barcelona. [What this directory is, and what it is not](/#what-this-directory-is-and-what-it-is-not "What this directory is, and what it is not") **Barcelona has more cannabis associations than any other city in Spain, and less cannabis-specific regulation than it had ten years ago.** Both halves of that sentence are true, and the second one surprises almost everybody. Here is what actually governs a Barcelona club in 2026. Law stated as at 21 August 2026. ## Catalonia passed a cannabis club law, and then lost it **Llei 13/2017 of 6 July, on cannabis consumer associations, began as a popular legislative initiative and became real Catalan law.** It set out how associations should be constituted, who could join, and how supply to members should work. It was suspended in October 2017 and then annulled *in its entirety* by the Constitutional Court in STC 100/2018. The reasoning was competence, not cannabis: regulating the supply and consumption of a controlled substance touches criminal law, which belongs exclusively to the State. Navarra had already lost its own law the same way in STC 144/2017. Nothing of the Catalan text survives. ## The city's own rulebook died too **After a licence moratorium of roughly sixteen months, Barcelona approved a *pla especial urbanístic* in May 2016 that told cannabis associations where they could open, how far from schools, how they had to ventilate.** The High Court of Justice of Catalonia annulled it in June 2020, the Supreme Court upheld that in November 2020, and a final appeal was dismissed in April 2021. So from July 2021 the city's associations lost their plan-based licences and fell back to a generic private-club activity title. **There is no longer any cannabis-specific siting, ventilation or sanitation standard in Barcelona at all.** A club in Gràcia and a club in Sant Martí are held to the same rules as any other private members' premises — no more, no less. ## What replaced it: inspection **Unable to regulate, the city enforces.** In July 2024 Barcelona inspected 57 associations across the city and ordered 30 of them closed, spread over ten districts, with deadlines running from six months to two years. The grounds cited were consumption on the premises, promotion, and missing licences. The municipal position is blunt and worth reading twice: associations may not promote, consume or cultivate on site. Whether that position survives contact with a court in every case is another question — but it is the position an inspector arrives with in Ciutat Vella or the Eixample. ## The national doctrine underneath all of it **An adult may consume and possess cannabis in a private place. That is decriminalised, not legalised** — no offence, but no right, and no lawful way to buy any. In STS 484/2015 the Supreme Court, sitting in plenary, held that organised cultivation and distribution with a vocation of permanence, open to new members, is trafficking under article 368 of the Código Penal. It has said so consistently since, most recently in STS 328/2025, which added the separate offence of unlawful association. A membership fee does not change that. Where payment scales with the quantity taken away and nobody controls what happens after, the courts read a sale. ## Invitations and waiting periods **The endorsement-by-an-existing-member requirement and the waiting period before you may collect anything are club custom, not Spanish law.** They were written into the Catalan instruments that no longer exist and into the associations' own code of good practice. Read them as a signal about how carefully a place is run. Do not read them as compliance with anything. ## Outside the door **Consuming or carrying cannabis in the street, on the metro, on a beach or on a bar terrace is a grave administrative infraction under article 36.16 of Ley Orgánica 4/2015, with the grave band running from €601 to €30,000.** It applies whether or not the cannabis was destined for anyone else. La Barceloneta, the Rambla and Poble-sec are policed for exactly this, and a membership card is worth nothing one step past the association's door. No. Clubs never sell cannabis to the public or to non-members. Membership only permits collective, closed-circuit cultivation and consumption among existing members.
